That is why the officers should understand their responsibilities and being the implementing authority they should take the schemes from village to village and pave the way for the development of the state.

Even after two decades have passed since the formation of a separate Jharkhand state, if the government could not fulfill even the basic needs of the people in any village-panchayat or area, then it is a matter of concern for the entire state along with the government. He told the officials that what they have written in the paper should be seen in reality.
Hemant Soren clearly told the officers that if there is any confusion regarding any scheme, then immediately they should inform the senior officers at the district or headquarters level, so that it can be resolved. He said that he would not like to hear further that due to confusion the schemes are pending and people are deprived of its benefits. The Chief Minister asked the Deputy Commissioners of both districts to regularly monitor the schemes.
