Hemant Soren is a good man says Governor, blames lack of vision and slow work culture for backwardness of Jharkhand

Ranchi: Jharkhand Governor Ramesh Bais who is designated to occupy the Raj Bhawan of Maharashtra soon has described Jharkhand Chief Minister Hemant Soren has a good man and a leader but on the other hand blamed the lack of vision among the leaders and bureaucracy of the state and slow work culture which according to him are the prime reasons as to why Jharkhand has lagged behind.

Addressing a selected media briefing on Wednesday evening at the Raj Bhawan here he said in his interaction with the Chief Minister he had also suggested to him that since he is in power he should do such landmark work so that people always remember him whether or not he occupies the chair. He said that despite his suggestions if the government has not been able to perform better then the answers should be asked from him and not me.

Governor Bais said that during his one-and-a-half-year stint in Jharkhand, he had tried his best to speed up the development process however he regretted that the speed of development which he wanted could not happen. “If the vision of the ministers and the officials is right then Jharkhand which is one of the richest states in resources will surely come out from the tag of BIMARU State and become a developing state,” he said. 

Adding further he said that for the development of any state good law and order is a must for which he had held talks with the police officials of the state and pointed that if the shopkeepers are not safe in the shops and people inside their homes it is not good for the image of the state.

He said that the fear of administration must be in the hands of those who commit wrong as investors who come to invest in the state need security and surety of their investments and even families. To a query he said that people of Jharkhand are very good, simple and honest however the system in the state especially the law and order was not good. 

He said that during his stint here he had tried his best to improve the educational scenario during which he ensured the appointment of VCs and Pro VCs in the universities of the state and also ensured the appointment of lecturers and professors. Over his objections to the Tribal Advisory Council Bill in which he remained at loggerheads with the government, he said that the bill was ready before he came here and upon his arrival, he realized that the TAC was not as per the constitutional norms as all the 20 members were nominated by the Chief Minister.

He said that as per constitutional norms there has to be two members nominated by the Governor in the TAC and any agenda which is brought in the TAC has to be first sent to the Governor as no work can be done in Schedule Five area without the approval of the Governor.

Continuing further he said that for 2020-21 and 2021-22 the TAC could not spend Rs 200 crore which was sent by the Centre therefore the funds for the year 2022-23 were stopped as the Union Government has demanded utlisation certificate for the same for the Jharkhand governor. He also pointed that he had written a letter to the Government and asked to provide a copy of the TAC bill which he did not receive
in his one and half year’s stint.
