




Ranchi: Union Minister for Power and Housing & Urban Affairs Manohar Lal Khattar reviewed the progress of Jharkhand's power sector and urban development projects during a high-level meeting in Ranchi.
The meeting was attended by Sudivya Kumar, senior officials from the Jharkhand Government, the Union Ministry of Power, the Ministry of Housing and Urban Affairs, and Central Public Sector Enterprises (CPSEs).
At the outset, the Union Minister highlighted key priority areas for the state's power department and called for a comprehensive action plan to strengthen the electricity sector. Discussions focused on the Revamped Distribution Sector Scheme (RDSS), the operational and financial performance of power distribution companies (DISCOMs), resource adequacy to meet future electricity demand, and transmission infrastructure planning.


Expressing concern over the state's high Aggregate Technical and Commercial (AT&C) losses and the wide gap between the Average Cost of Supply (ACS) and Average Revenue Realisation (ARR), the minister urged the state government to take concrete measures to bring these indicators down to sustainable levels.
He also advised the state government to work towards restructuring the debt of its government-owned DISCOMs. Stressing the importance of timely payments, he called for the clearance of outstanding electricity dues of government departments and urged the state to establish a regular payment mechanism by converting all electricity meters installed in government offices and institutions into prepaid meters by August 31, 2026.
The meeting also decided that the installation of smart meters for all high-load consumers, including commercial and industrial users, should be completed by August 31, 2026. The state was also asked to accelerate smart meter installation for other consumer categories.
The Union Minister reviewed the state's resource adequacy and transmission planning to meet rising electricity demand. He also assessed the progress of grid electrification for tribal households under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA) and urged faster implementation.

Reviewing the PM Surya Ghar: Muft Bijli Yojana and PM-KUSUM, he asked the state government to speed up implementation and achieve the targets under both schemes. He also recommended prioritising the installation of rooftop solar power systems on government buildings to reduce electricity consumption from the grid and ease the financial burden on the state's budget.
The Union Minister assured the Jharkhand Government of the Centre's continued support for the overall development of the state.
Welcoming the Union Minister, the Jharkhand Minister for Power thanked him for reviewing the state's power sector and assured that all necessary steps would be taken for the timely implementation of approved projects and for improving the overall performance of the electricity sector.
