CIA Chief John Ratcliffe Makes Unannounced Moscow Visit Amid Stalled Ukraine Peace Efforts

CIA Director John Ratcliffe has made an unannounced visit to Moscow for meetings with Russian officials, according to reports by CBS News and CNN, at a time when US-backed efforts to bring an end to the Russia-Ukraine war remain largely deadlocked.

CBS News first reported on Tuesday that Ratcliffe was in the Russian capital, citing people familiar with the matter. CNN subsequently confirmed the visit, quoting a US official who was aware of the CIA chief’s travel.

Neither news organisation was able to establish who Ratcliffe met in Moscow or what issues were discussed. The US official cited by CNN declined to provide details about the meetings. The CIA also declined to comment, while neither the US nor Russian governments has publicly explained the purpose of the visit.

Speculation over Ratcliffe’s presence in Moscow intensified after a US Air Force Boeing C-17A Globemaster III transport aircraft was spotted at a Moscow airport, while a US diplomatic motorcade was also seen in the city, CBS News reported.

According to CNN, flight-tracking data showed the American military aircraft arriving at Moscow’s Vnukovo International Airport early Tuesday. The aircraft appeared to have originated from Joint Base Andrews in Maryland before travelling to Moscow from Riga, Latvia.

A spokesperson for Latvia’s Defence Ministry confirmed to CNN that the flight had been properly coordinated and authorised to operate in Latvian airspace. However, the official said Latvia could not provide additional information because the aircraft was not operated by the country’s armed forces.

The Moscow trip is believed to be Ratcliffe’s first publicly known visit to Russia since he became CIA director under US President Donald Trump. CBS News reported that Ratcliffe has continued to maintain communication with his Russian intelligence counterparts.

The timing of the visit is particularly significant. CNN reported that Washington had asked Ukraine to temporarily suspend drone and missile strikes targeting Moscow and other cities in northern Russia from Monday through Wednesday. According to a person familiar with the matter, Ukrainian officials were informed that a senior US official would be travelling to Russia during that period.

The development comes as diplomatic efforts to end the war have struggled to make progress. US-mediated negotiations between Moscow and Kyiv have largely stalled, with the two sides remaining sharply divided over several key issues.

Ratcliffe’s visit also comes against the backdrop of Washington’s broader efforts to increase pressure on countries and entities maintaining economic ties with US adversaries. Treasury Secretary Scott Bessent recently announced “Operation Economic Outcast”, a strategy focused on isolating Iran by targeting countries and entities that continue to conduct business with Tehran.

Russia remains a major trading partner of Iran, although neither CBS News nor CNN directly connected Bessent’s initiative with Ratcliffe’s Moscow meetings.

The secrecy surrounding the CIA director’s visit means its exact purpose remains unclear. However, his presence in Moscow at a time of stalled peace talks and heightened US-Russia diplomatic sensitivity makes the trip potentially significant for the broader efforts to find a path towards ending the Ukraine conflict.
