New Delhi — The central government on Monday launched a two-day training workshop for District Magistrates and Collectors, paving the way for the nationwide rollout of the NAKSHA Programme, an ambitious initiative designed to modernise urban land governance through geospatial mapping and data analytics.
According to the Ministry of Rural Development, NAKSHA is a one-year pilot project under the Digital India Land Records Modernisation Programme (DILRMP) aimed at enhancing transparency, efficiency, and accessibility in urban land management.
The Lal Bahadur Shastri National Academy of Administration (LBSNAA) and the Department of Land Resources (DoLR) jointly organised the workshop to strengthen both the administrative and technical preparedness for the programme’s full-scale implementation across the country.
Through the integration of geospatial mapping, GNSS (Global Navigation Satellite System), and Web-GIS tools, the NAKSHA Programme seeks to eliminate ambiguity in land ownership, streamline property taxation, and lay a robust foundation for urban planning and governance.
Described as a “transformative step” toward the vision of ‘One Nation, One Land Record,’ NAKSHA will ensure that every urban land parcel in India is digitally mapped, verified, and authenticated, the ministry said in a release.
The workshop delves into the technical, legal, and administrative aspects of the initiative, fostering collaboration between field officers and subject-matter experts.
Sessions cover the workflow, deliverables, and ground-truthing processes of the NAKSHA framework. Participants are also being trained in GIS and Web-GIS applications, with hands-on sessions demonstrating modern survey methods such as GNSS and Electronic Total Station (ETS) for precise land parcel mapping.
In addition, experts will provide insights on aerial data acquisition, field challenges, and practical solutions. The programme also includes discussions on the legal and administrative frameworks necessary for NAKSHA’s implementation and strategies for public awareness campaigns to ensure its successful adoption nationwide.
