
The US-proposed 28-point plan aimed at ending the Ukraine crisis has been reduced to a 19-point framework jointly drafted by the United States and Ukraine during discussions in Geneva over the weekend, according to multiple media reports.
Oleksandr Bevz, a Ukrainian official who took part in the talks, told *The Washington Post* that “many of the controversial provisions were either softened or at least reshaped” to better align with Ukraine’s position and ease earlier demands. He added that the Thursday deadline set by US President Donald Trump for agreement on the original plan now appears more flexible. “It’s not a code red — it’s more important to finalize the text,” Bevz said.
Ukrainian First Deputy Foreign Minister Sergiy Kyslytsya told the *Financial Times* that the new draft has little in common with the leaked 28-point version. “Very few things are left from the original version,” he noted.
According to reports, the revised 19-point draft leaves the most sensitive issues to be decided directly by Trump and Ukrainian President Volodymyr Zelensky. The earlier 28-point proposal drew heavy criticism, as it included requirements for Ukraine to cede territory in eastern Ukraine, limit its military strength, and abandon its aspirations for NATO membership — all of which violated long-standing Ukrainian red lines.
Representatives from the US, Ukraine and several European nations met in Geneva on Sunday as the White House sought progress on the peace framework. After meeting national security advisers from Britain, France and Germany, the Ukrainian delegation held bilateral talks with US officials.
The US delegation reportedly included Secretary of State Marco Rubio, Special Envoy to the Middle East Steve Witkoff and Army Secretary Daniel Driscoll. Andriy Yermak, the chief of staff to President Zelensky, led the Ukrainian side.
A joint statement from the White House said the talks made “meaningful progress toward aligning positions.”
Meanwhile, the Kremlin said it has not received official details from Geneva and has no plans for discussions with US officials this week, according to *Newsweek*.
President Trump has set Thursday as the target for reaching an understanding with Kyiv on the framework but suggested the talks could extend if substantial progress continues.
