Cockroach Janta Party (CJP) founder and convener Abhijeet Dipke was detained by Delhi Police on Friday while on his way to attend a ‘Tiranga Assembly’ called by him at Central Park in Connaught Place at 5 p.m.

The detention came hours after Delhi Police issued two notices to Dipke, asking him to refrain from organising the gathering, citing the absence of permission from the New Delhi Municipal Council (NDMC) and prohibitory orders in force at the venue. Police warned that legal action could follow any violation of the restrictions.

According to officials, one notice was issued by the New Delhi district authorities under the Delhi Police Act, directing people not to visit Central Park as prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) were in force.

A second notice was issued by the South West Delhi authorities, referring to an earlier preventive action against Dipke and CJP co-conveners Ashutosh Ranka and Saurav Das. The three had previously been detained at an airport and produced before a court, officials said.

The notice reminded Dipke that the trio had been bound down under a legal undertaking requiring them to refrain from causing public disturbance for one year.

Earlier on Friday, Dipke defended the proposed gathering, maintaining that peaceful demonstrations were a fundamental democratic right. He accused the government of restricting civil liberties and disrupting economic activity through citywide shutdowns, internet suspensions and restrictions on public movement.

In a strongly worded post on X, Dipke said demanding government accountability, protesting against injustice and questioning elected representatives could not be equated with anarchy.

He also reiterated the party's commitment to Mahatma Gandhi's principles of peace and non-violence, alleging that attempts were being made to provoke its members.

“Businesses do not suffer because of peaceful protests. They suffer when the govt decides to shut down an entire city, suspend Internet services, restrict the movement of its own citizens and turn the city into a war zone,” he wrote.

Dipke further claimed that the CJP had organised peaceful demonstrations in several cities, including Mumbai, Pune, Jaipur, Lucknow, Bengaluru and Nagpur.

The proposed ‘Tiranga Assembly’ brought the party's stated commitment to peaceful protest into focus, even as police cited restrictions on gatherings and the absence of official permission for the event.
