
New Delhi – The Election Commission of India (ECI) on Monday announced that by-elections for eight Assembly constituencies across seven states and Union Territories — Jammu and Kashmir, Rajasthan, Jharkhand, Telangana, Punjab, Mizoram, and Odisha — will be held on November 11, with the results to be declared on November 14.
In Jammu and Kashmir, voting will take place in Budgam and Nagrota constituencies. The Budgam seat fell vacant following the resignation of Omar Abdullah, while the Nagrota bypoll was necessitated by the death of Devender Singh Rana.
In Rajasthan, the by-election for the Anta constituency will be held due to the disqualification of Kanwarlal Meena.
In Jharkhand, the Ghatsila (ST) seat fell vacant after the death of Ramdas Soren, while in Telangana’s Jubilee Hills, the bypoll follows the death of Maganti Gopinath.
Similarly, Punjab’s Tarn Taran seat was vacated following the death of Kashmir Singh Sohal, Mizoram’s Dampa seat due to the death of Lalrintluanga Saila, and Odisha’s Nuapada seat after the death of Rajendra Dholakia.
According to a circular issued by ECI Secretary Sanjeev Kumar Prasad, the Gazette Notification for all by-elections will be issued on October 13.
The last date for filing nominations in Jammu and Kashmir and Odisha will be October 20, and in Rajasthan, Jharkhand, Telangana, Punjab, and Mizoram, it will be October 21.
Scrutiny of nominations will take place on October 22 in all states except Rajasthan, where it will be held on October 23. The last date for withdrawal of candidature is October 24 in most states and October 27 in Rajasthan.
The ECI said that Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trails (VVPATs) will be used in all polling stations. “Adequate numbers of EVMs and VVPATs have been made available, and all measures have been taken to ensure smooth polling,” the Commission stated.
It added that continuous updation of electoral rolls will continue until the last date for filing nominations, based on applications received up to 10 days prior.
The Commission also confirmed that the Special Summary Revision (SSR) of electoral rolls in the relevant constituencies has been completed, with qualifying dates ranging from April 1 to October 9, 2025, depending on the state.
The by-election schedule coincides with the ECI’s earlier announcement of the Bihar Assembly elections, to be conducted in two phases on November 6 and 11, with counting on November 14.
