New Delhi — The Election Commission of India (ECI) on Tuesday announced the completion of the Special Intensive Revision (SIR) of electoral rolls in Bihar, releasing the final voter list with nearly 7.42 crore electors.
The revision exercise, conducted between June 24 and September 30, 2025, initially recorded 7.89 crore voters, but around 65 lakh names were removed during the draft roll stage.
By August 1, 2025, the draft list reflected 7.24 crore voters, with 21.53 lakh new names added under Form-6 and 3.66 lakh ineligible voters removed before the final list was published.
Releasing the final roll on September 30, the ECI credited the efforts of the Chief Electoral Officer (CEO) Bihar, District Election Officers (DEOs), 243 Electoral Registration Officers (EROs), nearly 3,000 Assistant EROs, about 1 lakh Booth Level Officers (BLOs), lakhs of volunteers, and 12 major political parties along with their over 1.6 lakh Booth Level Agents (BLAs).
The Commission clarified that eligible citizens can still apply for inclusion in the rolls up to 10 days before the last date of filing nominations for the upcoming election. Appeals against electoral roll decisions can be filed under Section 24 of the Representation of the People Act, 1950, first with the District Magistrate and then with the CEO.
The ECI also acknowledged the media’s role in promoting awareness and transparency during the revision drive.
