A general meeting of the Gumla Zila Parishad was held at the Zila Parishad office auditorium in Vikas Bhawan under the chairpersonship of Zila Parishad president Kiran Mala Bara. The meeting reviewed the progress of development works and schemes being implemented by various departments, including health, agriculture, animal husbandry, drinking water, electricity and rural infrastructure.
Deputy Development Commissioner Animesh Ranjan, Zila Parishad vice-president Sanyukta Devi, the Zila Parishad executive officer, district engineer, district-level officials from various departments, executive engineers, Zila Parishad members and other public representatives attended the meeting.
The meeting began with a review and confirmation of compliance with decisions taken during the previous meeting. Officials then conducted a department-wise review of the progress of schemes and works included in the agenda.
Health services reviewed
The health department's performance came under detailed review, with discussions covering the progress of Ayushman card generation, functioning of health centres, attendance of doctors and health workers, deployment of ANMs, availability of blood and other healthcare facilities.
Officials were directed to ensure that health centres function smoothly and that adequate human resources are available. Necessary action was also sought on health-related issues raised by elected representatives.
Focus on agriculture and livestock schemes
The animal husbandry department briefed the meeting on the progress of livestock distribution under the Livestock Development Scheme approved for the 2025-26 financial year. Officials were directed to achieve the targets in full and increase awareness among rural residents about the benefits available under the scheme.
The agriculture department's review covered preparations for the Kharif season, availability and distribution of seeds, the Kisan Samriddhi Scheme and other agricultural programmes.
Special emphasis was placed on ensuring that women goat rearers receive the benefits of government schemes. Officials were asked to organise camps at the block level and undertake wider awareness campaigns so that eligible beneficiaries are able to access the schemes.
Drinking water and electricity issues discussed
The Drinking Water and Sanitation Division presented an update on various drinking water schemes, including the status of non-functional projects, revised estimates for stalled schemes and complaints related to water supply.
The electricity supply situation was also reviewed. Discussions covered smart meters, complaints related to electricity bills, the condition of transformers and problems faced by people in rural areas.
Officials were directed to address public grievances related to essential services and improve the implementation and monitoring of schemes at the ground level.
Review of 15th Finance Commission and Zila Parishad schemes
The meeting also reviewed schemes being implemented under the 15th Finance Commission and other programmes. Discussions focused on the progress of ongoing works, proposed changes in project locations and issues related to the implementation of proposed schemes.
Officials were directed to expedite the settlement process for various markets, weekly haats and sairats under the Zila Parishad and ensure timely collection of revenue.
Zila Parishad president Kiran Mala Bara said the primary objective of such meetings is to ensure effective implementation of development works in rural areas and provide timely solutions to public grievances.
Deputy Development Commissioner Animesh Ranjan directed all concerned departments to comply with the decisions and instructions issued during the meeting within the prescribed deadlines and submit compliance reports.
The review is expected to help identify implementation gaps in key rural services and ensure closer monitoring of schemes that directly affect people's daily lives, particularly in areas such as healthcare, drinking water, agriculture and electricity.
