Jharkhand uncovers 19 cases of foreigners holding Indian passports in eight months

A major passport fraud investigation in Jharkhand has uncovered 19 cases between January and August 2026 in which individuals were found to be holding Indian passports despite investigations indicating that they were not Indian citizens.

The cases came to light during passport verification, following which all 19 passports were cancelled. Jamshedpur has emerged as the biggest hotspot, accounting for nine of the cases.

The Jamshedpur cases include three Afghan nationals who had earlier come under scrutiny after their names were allegedly added to the electoral rolls using forged documents. The latest findings have raised fresh questions over how foreign nationals were able to obtain documents that helped them establish an Indian identity.

Apart from Jamshedpur, three cases were reported from Dhanbad, while Ranchi and West Singhbhum recorded two each. One case each was detected in Bokaro, Sahibganj and Odisha.

According to information emerging from the investigation, some of the individuals allegedly used documents such as Aadhaar cards, PAN cards and birth certificates to establish their Indian identity before applying for passports.

The Regional Passport Office has reportedly informed the Deputy Commissioners, Senior Superintendents of Police and Superintendents of Police concerned, besides security agencies, about the cases. The police are expected to register cases and initiate further legal action based on the findings.

The investigation has also brought the passport verification process under scrutiny. Authorities are examining how applications involving allegedly fraudulent identity documents and questionable citizenship status managed to clear the verification stage.

Investigators are now expected to examine the applications, supporting documents, police verification reports and other records associated with the passports to determine where the verification process may have failed.

Another key aspect of the probe is the possible involvement of intermediaries or an organised network. Authorities are looking into whether the individuals obtained forged documents independently or were assisted by people involved in preparing and facilitating fraudulent identity documents.

The discovery of 19 cases within eight months has also raised the possibility that the known cases may not represent the full extent of the problem. The scope of the investigation could widen if further irregularities emerge during scrutiny of related passport and identity records.

The issue therefore goes beyond the cancellation of fraudulent passports. Investigators will also have to determine how foreign nationals allegedly obtained Indian identity documents in the first place, whether there were systematic gaps in verification and whether anyone assisted them in navigating the documentation process.

The findings could have wider implications for identity-document verification and passport security in Jharkhand, particularly if investigators establish evidence of organised document fraud or lapses at multiple stages of the verification process.
