ISRO Rejects Privatisation Claims, Says It Will Remain at the Heart of India’s Space Programme

The Indian Space Research Organisation (ISRO) has rejected reports suggesting that its role could be reduced or that the organisation could be privatised as India expands private participation in the space sector.

In a detailed clarification posted on X on Sunday, the space agency described such reports as “baseless” and said ISRO would continue to remain the country's principal institution for advanced space research, strategic missions, space science, exploration and critical space technologies.

The clarification comes amid the broader transformation of India's space sector, with private companies, start-ups and academic institutions increasingly being encouraged to participate in activities that were traditionally dominated by government organisations.

ISRO said the growing involvement of the private sector should not be interpreted as an attempt to weaken the organisation. Instead, the reforms are intended to allow ISRO to concentrate more of its scientific and technical resources on complex, next-generation missions while industry takes on mature technologies that can be produced and scaled commercially.

“ISRO will neither be privatised nor will its importance be diminished,” the agency said.

From ISRO-led programme to a broader national ecosystem

India's space-sector reforms, initiated in 2020 and subsequently institutionalised through the Indian Space Policy 2023, are aimed at creating a larger and more competitive space ecosystem.

Under this approach, companies, start-ups and academic institutions are being encouraged to participate across the space value chain. ISRO said such participation would complement its capabilities rather than replace them.

The agency has already transferred a number of mature technologies to industry. According to ISRO, transferring a technology for commercial production does not mean that the organisation is abandoning that particular field.

Instead, commercialisation allows companies to manufacture products at scale, develop new applications and pursue global markets, while ISRO's scientists and engineers can focus on more advanced research and technologies.

The agency described the emerging model as an “ISRO-led national space ecosystem”.

ISRO to focus on more challenging missions

Under the evolving structure, ISRO is expected to strengthen its focus on areas requiring advanced scientific and technological expertise.

These include frontier research and development, human spaceflight, next-generation and reusable launch systems, deep-space missions, planetary exploration and strategic national capabilities.

The organisation will also continue working on advanced payloads and critical technologies related to communication, navigation and Earth observation, along with sensors, propulsion systems and other sophisticated space systems.

At the same time, mature launch vehicles, routine satellite production and other established technologies could increasingly be manufactured by private companies or public sector undertakings through competitive processes.

ISRO said this division of responsibilities would provide the space programme with greater manufacturing capacity and investment while allowing the organisation to devote more manpower to technologically demanding missions.

Ambitious targets for 2035 and 2040

The restructuring comes as India sets increasingly ambitious long-term targets for its space programme.

Among the goals highlighted by ISRO are establishing the Bharatiya Antariksh Station by 2035, sending an Indian crewed mission to the Moon by 2040, developing next-generation and reusable launch systems and pursuing sustained lunar and planetary exploration.

These projects will require capabilities that cannot be developed through routine commercial activity alone, ISRO said. The organisation therefore intends to remain focused on technologies and missions that push India towards the next frontier of space exploration.

Private space industry expands rapidly

The private sector has already grown significantly since the reforms began.

According to ISRO, India had only a handful of space start-ups in 2020. The number has now crossed 450, with companies working in areas such as launch vehicles, satellites, propulsion, ground systems, Earth observation, communications and space applications.

India's space economy is currently estimated at around $8.4 billion. ISRO said the country aims to increase its share of the global space market to $44 billion by 2033.

Achieving that scale, the agency said, will require much more than government funding and ISRO's existing workforce. Private investment, industrial manufacturing capacity, entrepreneurship and access to international markets will all be essential.

The message from ISRO is therefore clear: the expansion of private participation is being presented not as a retreat by the national space agency, but as an attempt to build a much larger ecosystem around it.

While industry takes greater responsibility for mature and commercially scalable technologies, ISRO is expected to remain at the centre of India's most complex scientific, strategic and exploratory space missions.
