Gumla Jail Inspection Focuses on Prisoners’ Rights, Basic Facilities and Security

A Board of Visitors team inspected the Gumla District Jail on Friday to review the facilities available to inmates, assess security arrangements and hear their grievances directly.

The inspection was led by Ajit Kumar Singh, Principal District and Sessions Judge-cum-Chairperson of the District Legal Services Authority (DLSA), Gumla. Deputy Commissioner Dileshwar Mahato, Superintendent of Police Haris Bin Zama and DLSA Secretary Ram Kumar Lal Gupta were also present.

During the visit, the team inspected different prison wards, accommodation facilities for inmates, the kitchen, the medical unit, drinking water arrangements and sanitation facilities. The officials assessed the arrangements for food, healthcare and cleanliness, along with the overall security management, to review whether the facilities met prescribed standards.

Officials interact directly with inmates

An important part of the inspection was direct interaction with inmates. The officials visited different wards and spoke to prisoners to understand their problems, complaints and concerns regarding the facilities available to them.

The inmates shared their grievances and requirements with the visiting team. Following the interaction, the officials directed the jail administration to examine the complaints seriously and take necessary action to address the issues raised.

Emphasis on dignity and legal rights

Ajit Kumar Singh stressed that protecting prisoners’ rights and ensuring access to essential facilities were key responsibilities of the jail administration. He said every person in custody must be treated humanely and with dignity.

He also underlined the need for particular attention to healthcare, hygiene, food, drinking water and other basic amenities. Officials concerned were asked to handle prisoners’ grievances sensitively and ensure the protection of their legal rights.

Deputy Commissioner Dileshwar Mahato emphasised maintaining cleanliness and improving administrative arrangements within the jail. He directed the concerned officials to review facilities regularly and take corrective measures wherever deficiencies were identified. He also stressed the need for continuous monitoring of sanitation, drinking water and healthcare services.

Superintendent of Police Haris Bin Zama focused on strengthening security arrangements. He instructed the personnel concerned to follow prescribed security standards strictly and ensure effective surveillance and compliance with all necessary safety measures.

DLSA role in providing legal assistance

DLSA Secretary Ram Kumar Lal Gupta was also present during the inspection. The District Legal Services Authority works to facilitate free legal aid for eligible inmates and other persons in need, protect their legal rights and improve access to justice.

The inspection provided an opportunity for the visiting officials to review prison conditions, hear inmates’ concerns and issue directions for necessary improvements. The exercise also highlighted the importance of accountability, humane treatment and regular monitoring of facilities in maintaining effective prison administration.
