Jharkhand Plans New Security Protocol for VIPs During Delhi Visits

The Jharkhand Police headquarters is preparing changes to the security arrangements for the state’s top constitutional and political functionaries, with a particular focus on their visits outside the state and travel to Delhi.

A proposal has been prepared following a recent meeting at the police headquarters, where officials reviewed the number of vehicles and security personnel required when senior dignitaries travel outside Jharkhand.

Under the proposed arrangements, the Chief Minister’s security detail in Delhi would be strengthened. His convoy could include more than three vehicles, while Delhi Police special commandos may be deployed if required. Special Branch personnel posted at Jharkhand Bhawan in Delhi would also be assigned to the Chief Minister’s security during his visit.

A separate arrangement has been proposed for the Governor. An additional vehicle would accompany the Governor’s main vehicle, while two Delhi Police special commandos could be deployed depending on the security requirement. Of the around 45 Special Branch personnel posted at Jharkhand Bhawan, eight could be assigned to the Governor during a Delhi visit.

Security arrangements for former chief ministers are also proposed to be streamlined. Special Branch personnel from Jharkhand would accompany them during their stay in Delhi. Former Chief Minister Babulal Marandi, who already has Z-Plus security, would continue to receive security commensurate with that category during his Delhi visits.

The proposal also provides for vehicles and security personnel for state ministers travelling to Delhi. Additional vehicles and personnel could be deployed depending on the assessed security requirement.

The review comes against the backdrop of security protocol limitations on taking large numbers of police personnel from one state to another, particularly when VIPs travel by air. Jharkhand therefore maintains a Special Branch contingent at Jharkhand Bhawan in Delhi, with around 45 personnel available for security duties involving visiting state dignitaries.

When additional security is required, assistance can also be sought from Delhi Police.

The police headquarters meeting examined how many vehicles and personnel should accompany Jharkhand’s VIPs during out-of-state visits. The proposed framework includes provisions for more than two vehicles in certain cases and allows for additional deployment of Delhi Police special forces based on the security assessment.

The proposal is aimed at creating a more structured arrangement for protecting senior Jharkhand dignitaries during their visits outside the state, particularly in Delhi.
