Ranchi Civic Body Tightens Rules for Coaching Centres, Violators May Face Sealing

The Ranchi Municipal Corporation (RMC) has stepped up scrutiny of coaching institutes operating across the city, with a focus on student safety and compliance with building and civic regulations. Institutes found violating mandatory norms could face strict action, including sealing of their premises.

The decision was taken during a high-level meeting chaired by Municipal Commissioner Sushant Gaurav on August 17. Officials were directed to inspect coaching centres and take action against establishments operating without the required permissions or failing to meet safety and building standards.

According to municipal records, around 1,305 coaching institutes are currently operating within the RMC area. For lawful operation, these institutes are required to have a valid trade licence, an approved building plan and occupancy certificate, along with compliance with prescribed setback requirements.

They must also meet fire and electrical safety standards, maintain adequate ventilation, provide safe entry and exit points, install CCTV cameras and ensure that the number of students does not exceed the building's approved capacity. Adequate space and parking arrangements are also among the requirements.

Action against unlicensed and residential premises

The Municipal Commissioner has directed officials to immediately issue notices to coaching institutes operating without valid trade licences and initiate action according to the rules.

Buildings will also be checked against their approved plans and applicable building by-laws. If significant violations are found, the civic body can proceed with sealing action.

Coaching centres operating from residential buildings will also come under scrutiny. Officials have been instructed to take action wherever such operations violate applicable regulations, including sealing the premises where necessary.

Institutes and buildings lacking the required Fire NOC or fire-safety clearance will also face action. The municipal body has further indicated that trade licences of institutes found violating building or operational norms may be cancelled.

Special inspection drive for one week

The civic body has formed a joint inspection team comprising officials from the Town Planning Wing, municipal management, revenue inspection and the revenue branch. The team will conduct an intensive inspection drive across the city over the next week.

Officials will examine the institutes against the prescribed safety, building, licensing and operational standards. The municipal administration has made it clear that violations will not be overlooked during the campaign.

The crackdown assumes significance given the large number of students attending coaching centres in densely populated parts of Ranchi. Apart from checking paperwork, inspections of fire exits, electrical systems, ventilation, occupancy limits and emergency access could help identify potential safety risks before they result in an accident.

Municipal Commissioner Sushant Gaurav said student safety remains the top priority of the civic body and that there would be no compromise on mandatory safety standards. Institutes found ignoring the rules or compromising student safety will face strict action, including sealing wherever required.
