Special Electoral Roll Revision Meant Only for Eligible Indian Citizens, Says Jharkhand CEO






Ranchi: Jharkhand Chief Electoral Officer K. Ravi Kumar has clarified that the Special Intensive Revision (SIR) of the electoral roll is intended exclusively for eligible Indian citizens. Individuals who are not Indian citizens or those who have voluntarily renounced their Indian citizenship have been instructed to return the Enumeration Form to the Booth Level Officer (BLO) immediately without filling it out or signing it.

The Chief Electoral Officer issued these directions while conducting a video conference with all Divisional Commissioners, providing detailed training on the Special Intensive Revision of the electoral roll and explaining the procedures and guidelines prescribed by the Election Commission of India. He also directed commissioners to carry out at least three inspections of the revision process and ensure that electoral roll revision activities in all districts under their jurisdiction are conducted according to the prescribed schedule.

K. Ravi Kumar informed that during the enumeration phase, scheduled from June 30 to July 29, BLOs will visit every household to distribute partially pre-filled Enumeration Forms. They will collect the signed forms along with the elector's latest colour photograph. He cautioned that submitting false information in the declaration or enumeration form constitutes a punishable offence under Section 31 of the Representation of the People Act, 1950.

Explaining the citizenship criteria under the Citizenship Act, 1955, and its subsequent amendments, the Chief Electoral Officer said that citizenship eligibility is determined based on three distinct time periods. Individuals born in India between January 26, 1950, and July 1, 1987, automatically qualify as Indian citizens under the birthright rule. Those born between July 1, 1987, and December 2, 2004, must have at least one parent who is an Indian citizen. For persons born on or after December 2, 2004, both parents must be Indian citizens, or one parent must be an Indian citizen while the other must be a legally residing foreign national holding a valid passport and visa and not classified as an illegal migrant.

The CEO stated that every elector who submits the Enumeration Form will have their name included in the draft electoral roll to be published on August 5. Electors whose details are correctly mapped in the draft list will not be required to submit any additional documents. Voters may also complete their mapping from previous SIR exercises while submitting the Enumeration Form.

He further said that while collecting the forms, BLOs will prepare and verify lists of electors classified as absent, shifted, deceased, duplicate, or those who refused to sign. These lists will be cross-verified with Booth Level Agents (BLA-2) of recognised political parties and published along with the draft electoral roll.

New eligible voters will be provided with Form 6 and a declaration form by the BLO during the enumeration process. The online updating of Form 6 applications will be carried out during the notice and verification period. Applicants will also be required to submit any one of the 11 documents prescribed by the Election Commission of India along with the declaration.

During the presentation, the Chief Electoral Officer provided detailed training on the responsibilities of BLA-2, the categorisation of absent, shifted, deceased, duplicate and refusal-to-sign cases, the BLO App, Enumeration Forms, citizenship provisions, voter mapping and other operational procedures. He reiterated that Divisional Commissioners must regularly monitor the electoral roll revision programme and ensure strict compliance with the Election Commission's guidelines.

Additional Chief Electoral Officer Subodh Kumar, State Training Nodal Officer Devdas Dutta, Deputy Election Officer Dheeraj Kumar Thakur, Assistant Election Officer Sunil Kumar Singh, and all Divisional Commissioners participated in the training session through virtual mode.
