PARIVARTAN Scheme Gains Momentum as 1,300 Vehicle Owners Register for Green Upgrade

The Centre’s PARIVARTAN Scheme, aimed at replacing older and more polluting BS-IV trucks and buses with cleaner BS-VI or electric commercial vehicles in Delhi-NCR, is gaining traction, with more than 1,300 applicants registering for benefits since its launch on July 14.

According to an official statement issued on Friday, the scheme has already brought 42 banks and non-banking financial companies (NBFCs) on board to provide interest support on eligible vehicle loans. On the automobile industry side, 15 manufacturers have signed Memoranda of Understanding (MoUs) to offer discounts to eligible buyers.

With a total financial outlay of Rs 9,585 crore, including Rs 5,041 crore in Central government budgetary support, the scheme is one of the Centre’s major efforts to tackle vehicular pollution in the National Capital Region.

Under the programme, eligible owners replacing older commercial vehicles can receive a combination of financial benefits when purchasing a new BS-VI or stricter-norm diesel or CNG vehicle, or an electric vehicle.

The incentives include a 5 per cent interest saving on eligible vehicle loans for five years, a 100 per cent road tax waiver for 10 years and a complete waiver of registration fees. Participating automobile manufacturers are also required to provide a minimum 8 per cent discount on the ex-showroom price.

For buyers opting for new BS-VI diesel or CNG vehicles, the government is providing monthly fuel vouchers ranging from Rs 1,200 to Rs 4,800 for five years, depending on the vehicle category.

Those choosing electric vehicles can instead receive a one-time incentive ranging from Rs 64,000 to Rs 2.56 lakh.

The PARIVARTAN programme — Programme for Accelerated Renewal and Incentivisation of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions — is designed to encourage the replacement of more than two lakh trucks and buses registered in Delhi and the NCR districts of Haryana, Rajasthan and Uttar Pradesh.

Vehicles conforming to BS-IV or earlier emission standards are being targeted for replacement with BS-VI or stricter-norm vehicles and electric alternatives.

The initiative is being funded through the National Capital Region Planning Board (NCRPB) under the Ministry of Housing and Urban Affairs and implemented by the Ministry of Road Transport and Highways.

The government is also stepping up efforts to ensure that eligible vehicle owners are aware of the scheme and understand how to apply. An awareness campaign is being conducted across Delhi-NCR through print, electronic and digital media, along with publicity at fuel stations, transport nagars, toll plazas and Regional Transport Offices.

The push comes at a time when transport emissions remain a major concern for the Delhi-NCR region. By combining purchase discounts, tax and registration benefits, loan support and fuel or electric-vehicle incentives, the scheme seeks to make replacing ageing commercial vehicles financially more attractive for operators.

The early registration numbers suggest growing interest, but the larger challenge will be converting applications into actual vehicle replacements on the ground. The success of PARIVARTAN will ultimately depend on how effectively the financial incentives reach vehicle owners and how quickly the ageing commercial fleet can be upgraded.
