
Kuala Lumpur: Prime Minister Narendra Modi and Malaysian Prime Minister Anwar Ibrahim jointly condemned terrorism in all its forms, including cross-border terrorism, and reaffirmed a policy of zero tolerance. The two leaders emphasised the need for coordinated global efforts to tackle terrorism in a comprehensive and sustained manner.
According to a joint statement issued after their meeting, both leaders agreed to strengthen cooperation in countering radicalisation and violent extremism. They also committed to working together to combat terror financing and prevent the misuse of emerging technologies for terrorist activities through information sharing, exchange of best practices, and capacity-building initiatives.
The statement highlighted that the leaders acknowledged the connection between terrorism and transnational organised crime and agreed to collaborate in addressing such threats through intelligence sharing and cooperation. They reaffirmed their commitment to enhancing bilateral and multilateral collaboration in counter-terrorism efforts, including cooperation through the United Nations and the Financial Action Task Force (FATF).
Both leaders expressed satisfaction with the strong defence partnership between India and Malaysia, which includes regular exchanges, joint exercises, training programmes, staff-level discussions, and defence industry collaboration. They welcomed the progress made by the Malaysia-India Defence Cooperation Committee (MIDCOM) and its subcommittees, including the establishment of a Strategic Affairs Working Group and the Su-30 Forum.
The leaders also appreciated India’s continued engagement in the ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus) framework and welcomed India and Malaysia’s co-chairmanship of the Counter-Terrorism Working Group for the 2024–2027 term. They invited all ADMM-Plus members to participate in the Expert Working Group on Counter Terrorism Table-Top Exercise, which will be co-chaired by India and Malaysia and hosted by Malaysia in 2026.
In addition, the two leaders encouraged expanding maritime cooperation between the two nations through goodwill visits and operational deployments. They acknowledged recent visits by Indian naval vessels, including INS Sahyadri’s visit to Kemaman in October 2025 and hydrographic vessel INS Sandhayak’s visit to Port Klang in July 2025.
They also welcomed ongoing navy-to-navy interactions and joint naval exercises such as Samudra Laksamana, MILAN, and the ASEAN-India Maritime Exercise (AIME). Both leaders expressed satisfaction over the successful conduct of the India-Malaysia joint military exercise Harimau Shakti between the Indian Army and the Royal Malaysian Army in December last year.
Furthermore, PM Modi and PM Ibrahim agreed to facilitate smoother movement of workers and professionals between the two countries. They welcomed ongoing visa liberalisation measures, which have boosted tourism and business travel, and reaffirmed their commitment to strengthening air connectivity between India and Malaysia.
