Centre proposes phased rollout of smart V2V technology to make Indian roads safer


New Delhi: The Centre has proposed introducing Vehicle-to-Vehicle (V2V) communication technology in a phased manner to improve road safety and support the development of connected mobility across the country.

The Ministry of Road Transport and Highways (MoRTH) on Monday released a draft notification proposing amendments to the Central Motor Vehicles Rules, 1989, under which V2V-enabled vehicles will begin rolling out from October 2027. The technology is set to become mandatory for all applicable vehicle categories from October 2028.

According to the proposal, vehicles equipped with V2V communication systems and manufactured on or after October 1, 2027, must comply with the Automotive Industry Standard (AIS)-230.

From October 1, 2028, all vehicles under categories L, M and N will be required to have V2V communication systems that meet the prescribed standard.

The ministry said the phased approach is intended to give automobile manufacturers and other stakeholders enough time to adapt to the new technology and regulatory framework.

V2V technology allows nearby vehicles to exchange real-time information such as speed, location, direction and acceleration. By sharing this data, the system can warn drivers or onboard safety systems about potential dangers, including sudden braking, possible forward collisions, unsafe lane changes and approaching emergency vehicles.

The ministry noted that V2V communication can detect risks beyond a driver's line of sight, complementing existing safety features and Advanced Driver Assistance Systems (ADAS). The enhanced awareness is expected to help reduce accidents and promote safer, smarter transportation.

The proposed rules are based on AIS-230, a technical standard that lays down the minimum functional, performance, environmental, security and technical requirements for V2V systems on Indian roads.

The standard covers factory-fitted On-Board Units using Cellular Vehicle-to-Everything (C-V2X) technology operating in the 5.875 GHz to 5.925 GHz frequency band.
