Chief Secretary asks DCs to make arrangements for providing caste and residential certificates on time

Ranchi: Chief Secretary DK Tiwari has taken serious note over the delay in providing caste and residential certificate to the people and as directed all the deputy commissioners and the department concern to make necessary arrangements and sort out the issue as soon as possible.

Charing a review meeting with the DCs and the SPs of the state through video conferencing he said that whenever there was a lack of employees it should be addressed but arrangements should be made that caste and residential certificate are issued on time. He said that the DCs should take personal interest so that due to the strike the work of the people is not impacted.

He also directed the officials to maintain special vigil during the Durga Puja and said that the strategy of law and order should be such that incidents of past should not be repeated. He directed the DCs of Hazaribagh Ranchi Palamu Giridih and Jamshedpur to maintain additional vigil.

He said that on many occasions instances have emerged where people have gone out during the festival after locking their homes and on their return, they have found things stolen therefore special vigil should be also kept on such homes. He once again repeated that it the system of taking the vehicles of the VIP and officials inside the Puja pandals should be done away with and their vehicles should be parked at the fixed parking places only.

The Chief Secretary also asked the officials to make elaborate arrangements for the immersion of the idols and also for Ravan dahan. He said that apart from barricading for controlling the crowd entry and exit should be separate and during the immersion process and police personnel should be deployed.

He said that at the sensitive places coordination should be established with the people and security should be briefed. Mr Tiwari said that in case information of any dispute comes then it should be solved timely while to tackle any emergency health care and fire brigade services should be kept ready.

DGP Kamal Nayan Choubey said that all preparation is for a difficult time and effort should be made so that such circumstances should not emerge. He said that to tackle the rumours an eye should be kept on the WhatsApp groups. He lauded the efforts taken by the Ranchi district administration in this regard and asked all the SPs to adopt the same.

During the meeting, he said that among the 11 lakh remaining farmers the first installment of Mukhyamantri Krishi Ashirwad Yojana would be given in the accounts before October 11th as the scheme would be started across the state from Chaibasa on that day by the Chief Minister. He said that on that day similar programs will also be organised in the other districts.

He said for this a sum of Rs 400 crore has been allocated to the districts. He said that on that day for drought-hit farmers of 18 districts the monetary assistance will be provided as for this a sum of Rs 150 crore has been sanctioned, similarly, on October 16th and 17th the money under PM Kisan Samman Nidhi Yojana will be distributed.

He said that under the Swachhata hi Seva campaign till October 2 in the state 26000 kilograms of plastic waste has been collected and he directed to continue the work further and said that from October 3 this work would be undertaken by the pollution control board and would continue till October 27th.

Development commissioner Sukhdev Singh said that if any DC has any idea to discourage the people use of plastic or comes out with a thought to make the change in the behavioural aspect of the people then they would be encouraged by the state government. He said that any district which becomes plastic-free then the DC of the district would be felicitated.

The Chief Secretary also directed to accord special focus on the mid-day meal scheme and said that regular meetings of the steering committee should be held. He also asked the officials to keep an eye regarding the presence of the students in the school and the data of the mid-day meal and also suggested that the students and the teachers should not be included in other activities apart from those related to studies.
