
Ranchi - The second day of the Jharkhand Assembly’s winter session on Monday witnessed intense chaos as the state government presented a second supplementary budget of ?7,721 crore for 2025–26.
The uproar from both sides of the House led to repeated adjournments before the session was finally suspended for the day.
The moment the Assembly convened, opposition MLAs stormed into the well, raising slogans against the government over its alleged failure to distribute scholarships to thousands of students. Members of the ruling coalition also entered the well, resulting in a face-off that stalled proceedings.
Speaker Rabindra Nath Mahato expressed displeasure at the continued sloganeering, warning that such behaviour undermines the purpose of all-party and Business Advisory Committee meetings. Despite repeated appeals, the protests persisted, forcing the House to adjourn temporarily.
When the Assembly resumed at noon, Leader of the Opposition Babulal Marandi launched a fierce attack on the government, accusing it of failing to release scholarships and ignoring issues around paddy procurement.
He alleged that students had been waiting months for their scholarship funds, pushing many into menial jobs like washing dishes in hotels. He demanded an urgent discussion, calling the situation a serious governance failure.
Marandi also criticised delays in paddy procurement, claiming that farmers who had already harvested their crop were being forced to sell their produce to middlemen at throwaway prices of ?15–16 per kg, far below the MSP.
Earlier in the day, the BJP legislative party met under Marandi’s leadership to frame its strategy to corner the government.
Later, Finance Minister Radha Krishna Kishore tabled the ?7,721 crore supplementary budget, seeking additional funds for ongoing schemes. With no improvement in the House’s condition, the Speaker adjourned proceedings for the day and announced that the session would resume at 11 a.m. on Tuesday.
