Budget Session: Speaker warns of action against MLAs for inappropriate behavior

Ranchi: The 15th day of the budget session of the Jharkhand government began with a ruckus as soon as the House started, the MLAs of the ruling party raised questions on the antics of the opposition MLAs on Tuesday.

On the other hand, Congress MLA Shilpi Neha Tirkey said that the honour of women is being tarnished. She talked about keeping silence for two minutes regarding the behavior against the women. At the beginning of the House, MLA Irfan Ansari said that the behavior of the opposition MLAs is not correct in the House.

He said that on Tuesday Manish Jaiswal tore the kurta and on Wednesday he came wearing a lungi and asked whether he will they tear the lungi also. Apart from this, Irfan Ansari opposed the tag of Bangladeshi labelled on him by Manish Jaiswal. Irfan talked about taking action on this. On which the Speaker said that the MLAs who have behaved contrary to the dignity of the House will be investigated. 

The proceedings of the House was later adjourned till two o’clock. In the House, MLA Pradeep Yadav raised a question related to per capita income and income of farmers in the state. Responding to which Finance Minister Rameshwar Oraon said that per capita income is measured in two ways. First at current price and second at constant price. 

According to the current price, the per capita income of Jharkhand is Rs 86060. The percentage of agriculture in GDP has decreased. There were no industries at the time of independence, so the only source of income was agriculture. At that time, the contribution of agriculture was more than 50 percent, which has come down to 17 percent today. He said that the income of farmers in Jharkhand has decreased due to drought. 

Finance Minister Rameshwar Oraon said that the provision to increase the per capita income of the state has been kept in the budget of the current financial year. MLA Pradeep Yadav said that the income of farmers has decreased by Rs 2000 per month. In terms of per capita income, Jharkhand was at 26th place even when the state was separated and is still at 26th place today.

He said that the income of the farmers of the state has declined and demanded the government to form a commission in Jharkhand to assess poverty. The Speaker told Congress MLA Amba Prasad that he will not be able to make her understand and asked her to give it to the minister in writing about which vehicle will run and which will not. MLA Amba Prasad raised the issue of companies using rural roads for transporting.
