Cabinet Approves Formation of Jharkhand Water Resources Commission, Key Reforms in Education and Governance

Ranchi: In a significant cabinet meeting chaired by Chief Minister Hemant Soren, the Jharkhand government approved a series of important decisions aimed at strengthening education, improving governance, and enhancing water resource management across the state.

One of the key highlights was the cabinet’s approval for the formation of the Jharkhand State Water Resources Commission. This will be the state’s first dedicated body to oversee the planning, development, and efficient utilization of water resources across various river basins—marking a major step toward sustainable water management.

In the education sector, the cabinet approved the free distribution of textbooks and notebooks for students of Classes 9 and 10 enrolled in state-aided minority secondary schools, including madrasas and Sanskrit institutions. Additionally, science magazines for students of Classes 9 to 12 and competitive exam preparation magazines for Classes 11 and 12 will be printed and distributed in government schools.

Several administrative and governance-related decisions were also taken:

  • Approval was granted for the transfer and adjustment of two lower division clerks from district supply offices to the Jharkhand Secretariat Clerical Cadre.

  • The Jharkhand Manpower Procurement (Outsourcing) Manual, 2025 was approved to streamline the outsourcing process for state manpower needs.

  • A direct appointment was approved for Mr. Vikesha as a District Judge in the Jharkhand Superior Judicial Service, following recommendations from the High Court.

In response to a past embezzlement incident, the cabinet reallocated ?22.07 lakh to the Community Health Centre in Itkhori, Chatra, matching the amount previously misappropriated. Efforts to recover the stolen funds are being led by the district administration.

The cabinet also approved the presentation of two audit reports by the Comptroller and Auditor General of India before the upcoming session of the Jharkhand Legislative Assembly—one on the state’s Integrated Financial Management System and the other on financial accounts for the fiscal year ending March 31, 2024.

Lastly, in compliance with a High Court order, the cabinet approved the regularisation of service and release of ACP/MACP benefits to retired employee Ram Vilas Singh.

These wide-ranging decisions reflect the state government’s continued focus on education, judicial transparency, administrative efficiency, and sustainable development.
