73 percent youth of Jharkhand in favor of appointment on the basis of recruitment policy before 2016 says Government Survey

Ranchi: Findings of a recent survey undertaken by the state government have revealed that 73 percent youth of Jharkhand were in favour of appointment on the basis of recruitment policy before 2016 as an immediate basis. Taking a final decision on the Khatiyaan-based recruitment policy under the leadership of Chief Minister Hemant Soren, a bill in this regard was passed in the Assembly and sent to the Governor for further decision.

In this context, the state government had a clear belief that the Khatiyaan-based recruitment policy of 1932 and the subject of giving 27 percent reservation to the backward classes should be restored only after getting the protection of the 9th Schedule of the Constitution.

Under these circumstances, when the proposal of the State Government was returned by the Governor realizing the need for an immediate step in such a situation, an attempt was made to get the opinion of the youth of the state in this regard. Because the order to cancel the 13/11 planning policy brought during the previous government had also been passed by the court. The opinion of such youth was to be known whether immediately the process of appointment should be started on the basis of earlier policy of 2016.

For this, the state government entrusted the responsibility of taking opinion to the ‘Mini Ratna’ company of the Government of India. A total of 7,33,921 people were reached for opinion. 73 percent youth of Jharkhand agreed to start the recruitment process on the basis of pre-2016 employment policy. 

During the opinion it emerged that while 73 per cent of the youth who were questioned gave a yes another 16 percent said a no while another 11 percent maintained do not know/can not say. During the winter session of the Vidhansabha, Chief Minister Hemant Soren had said that the intention of the government was to ensure 100 percent participation of tribals and natives of the state in the third and fourth grade appointments. 

But whatever the youth want, the government will go with the same intention and better opportunities will be provided to them. The present government had tried to link the knowledge of local languages and folk culture with the planning policy. Along with this, the condition of passing 10th / 12th examination from the institute located in the state was also added, which was challenged in the court by some people and candidates from other states. At various forums, the Chief Minister had said that it took a long time for the state to separate.

The move taken by the government with the objective of bringing a planning policy beneficial to the people of the state has been rolled back. The condition of local youth, languages and folk culture is applicable in different states of the country. Many states have a clear policy regarding language, which is also the mainstay of the recruitment process. Almost all the states of the country have made a suitable employment policy to give job opportunities to their youth.

But, it was also true that in order to complete the planning process by bringing a new policy, many candidates would have lost opportunities. Many posts of teachers/police/employees are vacant, in such a situation, the need was felt to know the opinion of the youth of the state, so that the recruitment process could be started in time.
