Budget Session: After long time work held in both sessions of assembly

Ranchi: In a rarity of sorts that Jharkhand Vidhan Sabha for a change functioned in both the session on Friday during which the state government also tabled the third supplementary budget for the fiscal 2018-19 worth Rs 2239.82 crore in the floor of the house.

Earlier in the first session discussion was held on displacement in the state over the call attention motion in which the MLAs demanded that a displacement commission be formed in the state. They also said that over the issue the previous committees did not do anything as the officers who are part of the committee do not have time therefore the committee should be done away with an instead the displacement commission should be formed so that the displaced families can justice. The matter was raised by BJP MLA Yogeshwar Mahto Batul and Biranchi Narayan.

The BJP MLAs pointed that it is almost two decades when the state was made and in Jharkhand lakhs of families have been displaced over the issue of Bokaro Steel Plant DVC BCCL TVNL CCL etc and such families have till date not got any jobs compensation of rehabilitation package and their cases were still pending.

They said that the displaced families were waiting for justice therefore the state government should form a displacement commission so that the displaced can get justice. They said that it has been 70 years since Bokaro Steel Plant was build and for this 34,000 acres of land was acquired but work is being done only in 7000 acres while rest of the land was vacant. They said that the families which have been displaced by the plants are yet to rehabilitated and pointed that if the land is not being used than the same should be returned to their real owners.

BJP MLA from Hazaribagh and JMM’s Stephan Marandi also demanded for formation of the displacement commission over which stating the reply Land Reforms Minister Amar Bauri said that it was a very serious issue and the government was sensitive over the matter. He said that the issue was also raised earlier following which a committee was formed at state level under development commissioner and member of the revenue council who were seeing the matter. Over this Mr Viranchi Narayan said that the committee will not do anything and said that if the government returns the land of the displaced than he too would withdraw his demand for making the commission. On this the minister said that displacement and rehabilitation is a complex process and also time taking therefore the committee should be given more time.

In the post lunch session participating in the discussion on thanks giving motion on Governor’s speech Chief Minister Raghubar Das said that in the name of pathalgadi the anti national elements will not be allowed to flourish. He said that so far 23 cases in Pathalagadi have been registered in which 36 arrests have been made and more will be arrested. JMM’s Stephen Marandi pointed that innocent have been implicated in the case on this Mr Das said that law will take its own course and no guilty will be spared.

Adding further the Chief Minister said  that the state government over the last four years has tried to improve the situation of the state which is also accepted by his critics. He said that after the rules have been framed outside students are not being provided scholarships and assured the house to look into the irregularities being committed in ITI and polytechnics which are running on PPP mode but said that the state government has set a record by giving jobs to one lakh youth and said that by March 2019 farmers will get separate feeders for agriculture works. He said that payment under Krishi aashirwad Yojana will be made through DBT while the Sukanya Yojana will be started from Kolhan on January 24.
