Chief Secretary holds meeting with department secretaries, directs them to monitor progress of ongoing schemes

Ranchi: Chief Secretary DK Tiwari has directed all the Secretaries of the various departments to keep an eye on the progress of ongoing schemes and has also laid stress on proper financial management and initiating administrative reforms.

Chairing a meeting with the heads of the various departments at the project building here he also directed them to keep an eye on the government expenditure and has directed them to take necessary steps so that in all the departments and their affiliate organisations unnecessary power consumption can be curtailed.

Mr Tiwari has also directed to install electricity metres in all the government offices as when the expenditure limit of power will be fixed then its misuse will be prevented and also directed to take corrective measures related to travel allowance and office expenditure.

He also said that departments, directorate and linked offices should be reconstituted and suggested that on the basis of the work the ratio of work officials and employees should be corrected and it should be ensured that in every department an additional secretary and a special secretary rank officer is placed whereas during the transfer and posting of the officers it should be ensured that they are able to spend time in a department for at least three years and also laid stress that the personnel department should not undertake transfer of officials twice in a year. The chief secretary also directed to delegate the power between the officials of the department and asked all the secretaries to maintain time and undertake rounds of their offices.

Over the instances of bank frauds reported in Chatra Palamu and Gumla he has directed to maintain vigil on the government bank accounts and said that unnecessary accounts should be closed. He laid stress that one department should have only one bank account and said that all departments during their monthly meeting should have a look at the bank account of the regional offices and pointed that in any account if unnecessary funds are lying then it should be immediately deposited in the treasury and asked the secretaries to maintain continuity in weekly departmental meetings.

The Chief Secretary also asked the officials to commence preparations for the budget of the next year and make strategies accordingly. He said that for ensuring success of a particular scheme if necessary its area should be limited and said that the next budget should be a reflection of three year action plan and suggested to go through the report of the Vivek Devrai committee. He also said that after the elections 100 day workplan for the formation of new government should also be prepared.

Mr Tiwari also directed the officials to make the state Foundation Day function scheduled on November 15th memorable and ensure participation of the maximum people on this the tourism secretary said that in the main function which will be held at the Morabadi Grounds renowned Bollywood singer Udit Narayan and Wadali Brothers have been contacted.

The chief secretary laid stress to bring such performers who have made a name for themselves outside the state and suggested that recently a musical band from Jharkhand has been awarded at the national level and they should be also contacted for performing in the program and he also give necessary instructions related to electric decoration.

He asked the officials to encourage the common people regarding their moral duties on the occasion of constitution day falling on November 26th. He said that this program would be undertaken in the state at different levels from November 26th to April 14th.

He said that on the occasion of the Constitution day in all the government offices and its affiliated units at 11 am flag hoisting would be done and a pledge regarding following of fundamental duties would be administered. He also directed the officials to put flex and hoardings at offices and public places related to the moral duties mentioned in the constitution of the country.

Those present in the meeting included Development Commissioner Sukhdeo Singh Additional Chief Secretary Water Resources Arun Kumar Singh Additional Chief Secretary Finance KK Khandelwal and secretaries and directors of various departments.
