Key features of budget 2021-22

Consolidated Sinking Fund: For the first time a provision of the consolidated Sinking Fund has been made in the budget in which a sum of Rs 303.87 crore has been invested which will help to raise the credit rating of the state. In the fiscal year 2021-22 a sum of Rs 472 crore has been made for the fund.

Outcome Budget: During the fiscal year 2021-22 outcome budget of 21 demands of 11 departments has been presented. Outcome budget is a pre expenditure estimate which is spent will be brought into public eye and it will also help to bring transparency and answerability in financial transactions further an analysis will be made as to how the provisions made in the budget benefited the people. In the next financial year the outcome budget of other departments will be presented.

Under Mnrega 1,159 lakh man-days were created and from their own resources the wages under Mnrega has been increased from Rs 194 to Rs 225.On this an additional burden of Rs 331 crore will be incurred by the state government.

Guruji Kitchen Yojana: To provide nutritious and sufficient food the new scheme is being started under which apart from the 377 Dal-Bhaat Centers, other new centers will be opened.

A total allocation of Rs 18,653 crore has been made jointly for the rural development department, water resources, agriculture and animal husbandry and cooperative department worth Rs 18,653 crore which despite the pandemic was more than 11 percent than the previous fiscal.

Under Jharkhand State Food Security Scheme 15 lakh families will be provided 5 kilograms of rice at the rate of Rs 1 per kilogram.

Beneficiaries covered under NFSA would be provided Dhoti, Saree and Lungi at Rs 10 for which a sum of Rs 500 crore has been allocated.

Samekit Birsa Gram Vikas Yojana: Under this in every district a village which be identified and named as Birsa Village for which a sum of Rs 61 crore has been allocated.

Cultivation of garden plants in urban areas under which in the year 2021-22 5,000 nutritious home garden will be developed.

Formation of Jharkhand State Horticulture Promotion Society.

Development of basic infrastructure for post harvest and preservation for which Rs 31 crore has been sanctioned.

'Gau Mukti Dham' to be set up.

Through underground pipe line execution of Massalia Megalift Irrigation Scheme.

Products manufactured by  Sakhi Mandals will get a new identity under Palash brand and an increase in the income of nearly two lakh women is being ensured. So far business of Rs 1 crore has been registered and in the next financial year the scheme will be further expanded.

Under Birsa Harit Gram Yojana in the fiscal 25,000 acres of land will be covered.

By the year 2024 a total of 58,95,843 households will be provided with functional house tap connection and in the fiscal 2021-22 a target has been set to achieve 30 percent coverage.

Under Marang Gomke Jaipal Singh Munda Foreign Scholarship Scheme 10 students from ST community will be provided financial assistance for higher education in foreign institutions.

At divisional level the state government will set up a residential school for the minorities and students hailing from OBC communities.

A sum of Rs 5 crore has been sanctioned under Shaheed Gram Vikas Yojana.

Under Mukhyamantri Rojgar Srijan Yojana youth from ST, SC, Minorities, OBC and Divyang will be given loans to start self business.

'Sajha Poshan' programme will be started to fight against malnutrition. 

Universal Pension Scheme is being started in the state under which all the needy old age, widow, divyang and orphans will be covered and for which a sum of Rs 365 crore has been allotted.

Under Jharkhand Asangathit Karamkar Samajik Suraksha Yojana a target has been set to register 1.50 lakh workers and provide them the benefits of the various schemes.

A corpus fund of Rs 10 lakh has been set for rehabilitation of bonded labourers in every district.

New scheme 'Mukhyamantri Protsahan Yojana' to be started in 2021-22.

Under scheme fund for regeneration of traditional industries 7 clusters will be set up in the year 2021-22.

Minning Corridor in 2021-22 along with that ring roads in Giridih, Dhanbad and Deoghar.

Electric Vehicle Policy to be formed for which a sum of Rs 5 crore has been allotted in the budget.

Development of necessary infrastructure and transmission network to use the power generated from PVUNL and North Karanpura Plant of NTPC.

'Sahri Vaniki Yojan', a new scheme to keep the cities green, will be started in 2021-22.

Formation of State Disaster Relief Force (SDRF) has been proposed in the fiscal 2021-22.

Luguburu and Rajrappa will be developed as major tourism attractions in the state.
