No need for land possession certificate for availing benefits of Chief Minister Drought Relief Scheme: Badal

Ranchi: Agriculture Minister Badal said that the state government led by Chief Minister Hemant Soren is very sensitive about the drought-affected farmers in the state and will make all efforts to bring a smile to the face of the farmers.

State’s Agriculture Minister Badal said this during the departmental review held through video conferencing with the Deputy Commissioners and District Agriculture Officers of all districts at NIC Auditorium, Nepal House.

Badal said that all officers should try to convert the sadness of the farmers of the state into an opportunity. The State Government has submitted a Memorandum to the Central Government for financial assistance under the Chief Minister’s Drought Relief Scheme. It is expected that the central government will provide the necessary cooperation in this hour of crisis.

The government has demanded relief assistance of Rs 9682 crores from the Center under the Memorandum. He said that every farmer family or agricultural labourer having ration card of the state will be given benefits under the Chief Minister Drought Relief Scheme.

He told the departmental secretary that among the documents that are uploaded for the Chief Minister’s Drought Relief Scheme, the compulsion of land possession certificate should be removed as well as it should be ensured that every farmer whose name is registered in the ration card, the Chief Minister’s Drought Relief the benefit of the scheme should be given.

He instructed the officials that in those villages where people are not able to come to the block and take advantage of the schemes, the officials themselves should go and visit the villages and give the benefits of the agricultural schemes.

The minister asked the officials to check on the ground how much the seeds are being given by the government at subsidized rates and create area-wise success stories so that a model can be created. The Agriculture Minister said that now farmers will not have to pay a fee of Rs 40 to CSC or Pragya Kendra for applying for the benefit of the Drought Relief Scheme. The state government will pay the said amount. Earlier farmers had to pay Rs 40 for registering the application for the relief scheme.

Badal said that many suggestions have come in the Mukhyamantri Pashudhan Yojana and many changes have been made according to the suggestions, yet success is not being achieved literally. The pace of receiving applications under the livestock scheme is very slow which needs to be improved as well as he expressed displeasure over the slow implementation of the scheme in many districts. 

Secretary Agriculture Department Abu Bakar Siddiq said that in the districts where the work of distribution of livestock has not started or is slow the work of distribution should be done quickly and at a fast pace. He asked to send SMS to registered farmers’ mobiles so that the maximum number of applications are received. He said that till now more than 23000 applications have been received in 18 districts which are far away from the target. 

He said that all the schemes of the Agriculture Department for Agri Smart Village should be implemented in the village so that the village can be recognized as a model village. He said that after getting the recommendation for the smart village from the MP and MLA inform the department.

Agriculture Director Nisha Oraon, Cooperative Registrar Mrityunjay Barnwal, Animal Husbandry Director Shashi Prakash Jha, Special Secretary Pradeep Hazare and Deputy Commissioners of various districts and District Agriculture and Animal Husbandry Officers were present in the video conferencing.
