Revenue collection is important for any state: Chief Secretary

Ranchi: Chief Secretary Dr DK Tiwari said that revenue collection was very important for any state and laid stress on the need to adopt practical approach in revenue collection works and link it with the performance of the officers.

Reviewing the functioning of all the departments involved in revenue collection he said that all concerned departments should study the model of other states as well. Apply the good things that came out of studying the pattern there. Also, offer a change in the rules and the law if needed.

He said that in order to meet the revenue target, make the right assessment and adopt a practical approach. The Chief Secretary asked the Urban Development Department to put the municipal bodies on their feet and said that the bodies should fulfill all their needs from their own resources and this requires a correct assessment of the area, therefore, revenue collection and planning etc. should be made on the basis of that only.

Dr Tiwari emphasised on the transparency in the filings and registration and said that the department should constantly monitor it. He said that the officers who are found to be biased in this matter, take action on them. He instructed to remove some intricacies even in the registration of flats. At the same time, he directed to remove some ambiguity in tying up land revenue in the name of commercial and industrial as soon as possible.

The Chief Secretary said that the district mining officers should be more alert and active. The Department of Mines and Geology has been directed to curb illegal mining. The department informed that certain action has been taken in Sahebganj and Pakur. About 24 cases of illegal mining and transport have also been registered and Rs 47 lakh has been recovered from them.He has directed the Transport Department to develop a system of the prohibition on commercial use of private vehicles.

At the same time, to curb the tax evasion being done by changing the nature of vehicles, he directed that no DTO will do the work of changing the nature of vehicles this work will be done from the headquarters level. He directed to check the record of changing the nature of vehicles within four months, and said that strict action should be taken against those found guilty. Instructions were also given to check vehicles coming from outside.

Mr Tiwari has directed the department to strictly prohibit the manufacture and sale of illicit liquor. He said that he should also take the initiative to punish such people. He also said that amend some act and rule according to the pattern of other states. At the same time, he instructed to take action to the illegally import of illegal foreign liquor worth about four crore rupees caught from trucks coming on fake permits from outside states. Five big traders of illegal country liquor have been identified and action is being taken against them.

Directing the Commerce Tax Department to stop the tax evasion leakage, the Chief Secretary has emphasized on an effective system. He said that like other states, make operating systems as soon as possible after doing data analysis. He also directed to capture fake invoices and take action on the culprits. It was informed by the department that 1948 fake invoices have been caught. Of these, an FIR has also been registered on 69.
